Retrives the time necessary to receive the uploaded files.
Syntax
n = CGI_UploadFileSize()
Returns
Return a number.
Returns 0 if the function fails, otherwise the requested time in milliseconds.

Remarks
CGI can handle up to ten file upload per request (one page).
