Description
Sets the radix base for an UpDown control.
Syntax
UpDown_SetBase(hWnd, ctrlID, NewBase)

Remarks
The base value determines whether the buddy window displays numbers in decimal or hexadecimal digits.
Hexadecimal numbers are always unsigned, and decimal numbers are signed.
