Get/Set character used to determine remark line during <cCSV>.Load operations
Syntax

sChar = <cCSV>.Char.Remark

<cCSV>.Char.Remark = sChar
Returns
String, single remark character.
Remarks
Restrictions
Remark char must be 1 single char.
You need to set delimiter before a call to <cCSV>.Load.
